I. County Public Service Board
Pursuant to the County Government Act 2012, Section 57 the Governor’s office, Laikipia County wishes to announce the following positions of the County Public Service Board:
Chairperson
Secretary
Five (5) board members
Overall Duties and Responsibilities
Establish and abolish offices in the County Public Service.
Appoint persons to hold or act in office of Public County Offices including in the Boards of Urban
areas within the County and to confirm appointments.
Exercise disciplinary control over and remove persons holding or acting in those offices as provided for under this part.
Prepare regular reports for admissions to the County Assembly on the execution of the functions of the

Promote in the County Public Service the values and principles referred to in articles 10 and 232 of the Constitution of Kenya 2010.
Evaluate and report to the County Assembly on the extent to which the values and principles referred to in articles 10 and 232 of the Constitution of Kenya 2010 are complied with in the County Public Service.
Facilitate the development of coherent, integrated Human Resource Planning and Budgeting for personnel emolument in the County.
Advice the County Government on Human Resource Management and development.
Advice the County Government on implementation and monitoring of the National Performance Management System in the County.
Make recommendations to the salaries and remunerations Commission on behalf of the County Government, on the remuneration, pensions and gratuities for County Public Service employees.
1. Chairperson of the County Public Service Board - 1 Post
Additional Duties and Responsibilities
The chairperson will be in-charge of Laikipia County Public Service Board.
Other specific duties and responsibilities will be to:
Provide strategic leadership and policy direction for the Board;
Maintain effective collaboration and partnership with other organs of National and County Government amongst other duties.
Qualification and Requirements
For appointment to this position the candidate must:
Be a Kenyan Citizen.
Be a holder of a first degree from a University recognized in Kenya. (A Master’s degree will be added advantage)
Satisfy the requirements of Chapter 6 of the constitution of Kenya 2010 on leadership and Integrity.
Have knowledge and a working experience of not less than ten (10) years in Administration and Management.
Be a professional who demonstrates absence of breach of the relevant professional code of conduct.
Understand the diversity within the County.
Be capable to work under pressure to meet strict deadlines.
Be a visionary and Strategic thinker.
Be committed to be part of a team that will enable the County Government achieve her vision.
2. Secretary of the County Public Service Board - 1 Post
Specific duties and responsibilities
Provide strategic leadership for effective delivery of Board mandate as per the County’s Mission, Vision and Strategic plan;
Oversee management of the finances, preparation and submission of the Board annual Plans, Programmes and estimates;
Make regular reports for submission to the County Assembly on the execution of the functions of the Board; execute the decisions of the board;
Day to day administration of the secretariat and welfare of staff;
Perform any other duty as may be assigned by the board from time to time.
Qualifications and Requirements
For appointment to this position the candidate must:
Be a Kenyan Citizen.
Be a holder of a first degree from a University recognized in Kenya. (A Master’s degree will be added advantage)
Satisfy the requirements of Chapter 6 of the Constitution of Kenya 2010 on Leadership and Integrity.
Have knowledge and working experience of not less than five years.
Be a professional who demonstrates absence of breach of the relevant professional code of conduct.
Understand the diversity within the county.
Be capable to work under pressure to meet strict deadlines.
Be visionary and strategic thinker.
Be committed to be part of a team that will enable the County Government achieve her vision.
Be a Certified Public secretary of good professional standing.
3. Member of the County Public Service Board - 5 Posts
Qualification and Requirements
For appointment to this position the candidate must:
Be a Kenyan Citizen.
Be a holder of a first degree from a University recognized in Kenya. (A Master’s degree will be added advantage)
Satisfy the requirements of Chapter 6 of the constitution of Kenya 2010 on Leadership and Integrity.
Have knowledge and a working experience of not less ten years in administration and Management.
Be a professional who demonstrates absence of breach of the relevant professional code of conduct.
Understand the diversity within the County.
Be capable to work under pressure to meet strict deadlines.
Be a visionary and Strategic thinker.
Be committed to be part of a team that will enable the County Government achieve her vision.
II. County Executive Committee Members for the following portifolios
Finance and Planning.
Agriculture, Livestock development and natural Resources
County education, science and technology
Health and sanitation services
Land, housing and infrastructure development
Tourism, trade .industry and investment promotion
County security, cohesion and intergovernmental relations
County public service and administration
Gender, youth and sports affairs
Duties and responsibilities
In addition to the functions provided under article 183 of the constitution of Kenya 2010, the county executive committee, shall,
supervise the administration and delivery of services in respective departments and of the county government and all decentralized units and agencies in the county
Implement, within the county, national legislation to the extent that the legislation so requires.
manage and coordinate the functions of the county administration and its departments
Provide the county assembly with full and regular reports on matters relating to the county
Facilitate the coordination and the alignment of integrated plans of their respective departments
Advise the governor on matters within his /her area of jurisdiction
Requirements and Competencies:
Any successful candidate to the above positions should fulfill the following:
Be a Kenyan citizen.
Satisfy the requirement of chapter six of the constitution of Kenya 2010
Be in possession of a first degree from a University recognized in Kenya.
Minimum five years of experience or relevant expertise in the portfolio he or she is applying for.
Have ability to work in a multiethnic and multiracial environment and respect of diversity.
Be passionate about public service and strategic thinker
Have excellence grasp of issues, challenges and opportunities in Laikipia County.
Have capacity to work under pressure to meet strict deadlines.
Be a team player and committed to work to enable the County Government to deliver effective and efficient services
