in the Southern Rift Valley. The main attractions includes one of the
Seven wonders of the world that is the migration of wildbeast, in the
famous Maasai Mara Game Reserve.
County Public Service Board
Article 235 of the
constitution of Kenya 2010 provides for the staffing of County
Governments. The County Government Act No. 17 of 2012 Section 57
provides for the establishment of the County Public Service Board.
In line with these, the office of Governor Narok County seeks to competitively recruit highly qualified, result oriented and self-motivated citizens to fill the vacancies of the chairman, secretary and members of the county public service board.
Functions and Powers of the Board
- Establish and abolish offices in the County Public Service.
- Appoint persons to hold or act in office of Public County Offices including in the boards of urban areas within the County and to confirm appointments.
- Exercise disciplinary control over and remove persons holding or acting in those offices as provided for under this part.
- Prepare regular reports for submission to the County Assembly on the execution of the functions of the board.
- Promote in the County Public Service the values and principles referred to in Articles 10 and 232 of the constitution of Kenya 2010.
- Evaluate and report to the County Assembly on the extent to which the values and principles referred to in Articles 10 and 232 of the constitution of Kenya 2010 are complied within the County Public Service.
- Facilitate the development of coherent, integrated human resource planning and budgeting for personnel emoluments in the County.
- Advise the County Government on human Resource Management and development.
- Advise the County Government on implementation and monitoring of the national performance management system in the County.
- Make recommendations to the salaries and remuneration Board on behalf of the County Government on the remuneration, pensions and gratuities for County Public Service employees.
Chairman to the Board
Duties and Responsibilities
- Provide strategic leadership and policy direction for the Board;
- Establish and abolish offices in the County Public Service Board
- Appoint persons to hold or act in office of Public County Office including in the boards/committees of urban areas within the county and to confirm appointments;
- Exercise disciplinary control over and remove persons holding or acting in those offices as provided for under this part;
- Prepare regular reports for submission to the County Assembly on the execution of the functions of the Board;
- Promote in the County Public Service Board the values and principles referred to in article 10 and 232 of the Constitution of Kenya 2010;
- Evaluate and report to the County Assembly on the extent to which the values and principles referred to in articles 10 and 232 of the Constitution of Kenya 2010 are complied with in the County Public Service Board;

Requirements and Qualifications
For appointment to this position the person should:-
- Be a Kenyan Citizen.
- Be in possession of a first degree from a recognized University.
- Have a working experience of not less than ten years in Administration and Management.
- Satisfy the requirements of Chapter Six of the constitution of Kenya 2010 on leadership and integrity.
- Be a professional who demonstrates absence of breach of the relevant professional code of conduct.
- Should not be a Public or state Officer.
- Understand the diversity within the County.
- Be visionary and strategic thinker.
- Be capable to work under pressure to meet strict deadlines.
- Be committed to be part of a team that will enable the County Government achieve her vision.
N.B:- Master’s Degree will be an added advantage.
Secretary to the Board
Duties and Responsibilities
- Ensure the implementation of the governance process as formulated in the board.
- Provide appropriate mechanisms to ensure that the Board fulfills its obligations, and make recommendations to increase the effectiveness and efficiency of the Board.
- Maintaining accurate and up to date records of the various functions, decisions and actions of the board
- Serve as custodian of Board Records of Decisions and Minutes of meetings, and as guardian of institution memory, ensuring that the provisions of the secrecy and confidentiality are respected.
- Ensure that proper mechanisms and processes are in place to assist the Board in monitoring the implementation of its decisions as intended.
- Ensure appropriate information flow between the Board and management and other stakeholders.
- Manage the provision of secretariat support to the Board, including the management and coordination of activities relating to the conduct of formal and informal Board business.
- Advising board member and ensure that they have the right guidance and resources for carrying out their duties.
- Ensure the compliance of the various national and international labour and other relevant laws
- Communicate the decisions of the board to relevant authorities and persons.
- Perform any other duties assigned to him or her by the Board.
Requirements and Qualifications
- Be a Kenyan Citizen.
- Be in possession of a first degree from a recognized University.
- Have a working experience of not less than five years.
- Satisfy the requirements of chapter six of the constitution on leadership and integrity.
- Be a professional who demonstrates absence of breach of the relevant professional code of conduct.
- Should not be a public or state Officer.
- Understand the diversity within the County.
- Be a certified Public Secretary of good professional standing.
- Be visionary and a strategic thinker.
- Have capacity to work under pressure to meet strict deadlines.
- Be committed to be part of a team that will enable the County Government achieve her vision.
NB:- Masters Degree will be an added advantage.
Member
Duties and Responsibilities
A member is responsible to the Chairman of the Board.
In addition to assigning
him/her perform duties listed in his/her profile, other specific duties
and responsibilities will be to;
- Regularly attend and participate in Board meetings and committee meetings where applicable;
- Read, review and make decisions on requests, board minutes, annual reports, other reports, plans and policies presented;
- Oversee the operations of the board, including the board’s human resource planning, resource allocation, risk management, human resource policies and procedures, and effectiveness of internal controls.
- Perform any other duties assigned to him or her by the Board.
Requirements and Qualifications
For appointment to this position the person should:
- Be a Kenyan Citizen
- Be in possession of a first degree from a recognized University
- Have a working experience of not less than five years.
- Satisfy the requirements of chapter six of the constitution on leadership and integrity.
- Be a professional who demonstrates absence of breach of the relevant professional code of conduct.
- Should not be a Public or state officer.
- Understand the diversity within the County.
- Be visionary and a strategic thinker.
- Have capacity to work under pressure to meet strict deadlines.
- Be committed to be part of a team that will enable the County Government achieve her vision.
NB: Possession of Master’s Degree will be an added advantage.
Terms of Service
Chairperson and member will serve for a non- renewable term of six (6) years and may serve on a part time basis.
The secretary shall hold
office for a term of five years renewable once subject to satisfactory
performance and shall serve on full-time basis.
Remuneration and other benefits shall be as determined by Salaries and Remuneration Commission
