Samburu County is one of the 47 counties established under article 176 of the constitution and the first schedule to the constitution of Kenya 2010.
Article 235 of the constitution provides for the staffing of county Governments and section 57 of the county Governments Act No. 17 of 2012 establishes;
County Public Service Board.
The duties and responsibilities of the County Service Board include the following:
Establish and abolish offices in the County Public Service.
Appoint persons to hold or act in the office of County Public Service including in the boards of urban areas within the county and to confirm appointments.
Exercise disciplinary control over and remove, persons holding or acting in those offices as provided for under the law.
Prepare regular reports for submission to the County Assembly on the execution on the function of the board.
Promote in the County Public Service the values and principles referred to in Articles 10 and 232 of the constitution of Kenya 2010.
Evaluate and report to the County Assembly on the extent to which the values and principles referred to in Article 10 and 232 of the constitution of Kenya 2010 are complied with in the County Public Service.
Facilitate the development of coherent, integrated Human Resource Planning and Budgeting for personnel emoluments in the county.
Advice the County Government on Human Resource Management and Development.
Advice County Government on implementation and monitoring of the National Performance system in the County.
Make recommendations to the Salaries and Remuneration Commission, on behalf of the County Government, on the remuneration, pensions and gratuities for County Public Service employees.
In accordance with the above provisions, the Office of the Governor Samburu County, announces the following vacancies in the County Public Service Board to serve for a non-renewable term of six (6) years.
Chairperson, County Public Service Board
Requirements and competencies:
For appointment to this position, the person should:
Be a Kenya citizen.
Be in possession of a first degree from a university recognized in Kenya.
Have a working experience of not less than ten years in Administration and management.
Demonstrate experience in Human Resource Management.
Satisfy the requirements of Chapter Six of the constitution on Leadership and Integrity.
Understand the diversity within the County.
Be a visionary and strategic thinker.
Have capacity to work under pressure to meet strict deadlines.
Be a team player.
NB: Masters Degree in a relevant field will be an added advantage.
Member, County Public Service Board
Requirements and competencies:
For appointment to this position, the person should:
Be a Kenya citizen.
Be in possession of a first Degree from a university recognized in Kenya.
Have a relevant working experience of not less than ten years in the relevant field.
Demonstrate experience in human resource management and administration.
Satisfy the requirements of Chapter Six of the Constitution on Leadership and Integrity.
Understand the diversity within the County.
Have capacity to work under pressure to meet strict deadlines.
Be a team player.
NB: Masters Degree in a relevant field will be an added advantage.
Secretary, County Public Service Board
Requirements and Competencies:
For appointment to this position, the person should:
Be a Kenya citizen.
Be in possession of a first Degree from a university recognized in Kenya.
Have a working experience of not less than five years.
Satisfy the requirements of Chapter Six of the Constitution on Leadership and Integrity.
Understands the diversity within the County.
Be a Certified Public Secretary of good professional standing.
Be a visionary and strategic thinker.
Have capacity to work under pressure to meet strict deadlines.
Be a team player.
NB: Masters Degree in a relevant field will be an added advantage.
County Executive Committee Members
In line with the Constitution of Kenya 2010 (Article 179) (b), (Article 183) and the County Government Act No. 17 of 2012(section 34), the office of The Governor also wishes to recruit competent and qualified persons to fill the above positions which comprises 7 posts in the following portfolios:
Finance, Economic, Planning and Marketing.
Agriculture, Livestock, Veterinary and Fisheries.
Medical Services, Public Health and Sanitation.
Environment and Natural Resources.
County Transport and Public Works.
Education, Youth Affairs and Sports.
Co-operative Development, Tourism, Trade, Industry and Enterprise Development.
Physical Planning and Housing.
Culture, Social Services and Gender.
A person may be appointed as a member of the County Executive Committee if that person:
Is a Kenyan citizen from Samburu County.
Is a holder of at least a relevant first Degree from a recognized university in Kenya.
Satisfy the requirement of Chapter Six of the Constitution.
Has knowledge, experience and distinguished career of not less than ten (10) years in the field relevant to the portfolio of the department to which the person is being appointed.
A member of the County Executive Committee shall not hold any other state or Public Office.
Functons of the Executive Committee Member:
In addition to the functions provided under Article 183 of the Constitution, a county Executive Committee member shall:
Supervise the administration and delivery of services in the County and all decentralized units and agencies in the County.
Perform any other functions conferred on it by the Constitution or national legislation.
Carry out functions incidental to any of the assigned functions.
In the performance of its functions, a County Executive Committee shall have power to determine its own program of activities and every member of the Committee shall observe integrity and disclosure of interest in any matter before the committee.
