The management decisions made by ICMA's members affect millions of individuals living in thousands of communities, from small villages and towns to large metropolitan areas.
We are seeking senior-level candidates for the position of Legal Advisor.
The Legal Advisor will likely be responsible for the following project activities:
Provide analysis, advice and/or implementation assistance on appropriate national legal-regulatory environments for decentralized governance;
Assist with the drafting of legislation strengthening local governance;
Identify and disseminate innovative sub-national/municipal legal practices;
Analyze the incentive systems likely to result from recommended legislation, implementation structures, and new staff positions;
Work with local entities to develop their policy analysis capacity and to improve the legal framework governing infrastructure development, service delivery, and local economic development;
Develop and implement strategies to improve the policy development capacity of sub-national governments
Additional qualifications for all candidates:
Juris Doctorate or equivalent advanced degree from an accredited university in a relevant field;
Understanding of the historical context for, and working knowledge of, the devolution issues, challenges and developments in Kenya;
5+ years of experience in an international development setting;
Demonstrated capability to build capacity through a donor-funded program related to local governance, decentralization, and civil society; and
Ability to establish strong relationships with a diverse range of organizations, beneficiaries and other stakeholders from the national and sub-national governments, NGOs, and private sector;
Demonstrated leadership, management and team-building abilities and effective interpersonal and communication skills, strategic planning and analytical skills;
Fluency in spoken and written English is required.
