The management decisions made by ICMA's members affect millions of individuals living in thousands of communities, from small villages and towns to large metropolitan areas.
We are seeking senior-level candidates for the position of Policy Advocacy Specialist.
The Policy Advocacy Specialist will likely be responsible for the following project activities:
Design a policy advocacy toolkit to help local CSOs design and implement policy advocacy campaigns. The toolkit should include issue identification, stakeholder position analysis, advocacy activity selection and resource mobilization.
Develop the capacity of local government and CSOs for policy advocacy through Training of Trainer sessions;
Facilitate the design and implementation of policy advocacy campaigns;
Establish a cadre of third party resources (think tanks, universities, CSOs) and a communications plan for the creation and dissemination of policy analyses to be used in advocacy campaigns;
Identify and strengthen local government and CSO networks suitable for coalition-based policy advocacy.
Qualifications:
Advanced degree in public policy, public administration, financial management, or relevant field;
Understanding of the historical context for, and working knowledge of, the devolution issues, challenges, and developments in Kenya;
5+ years of experience in an international development setting;
Demonstrated capability to build capacity through a donor-funded program related to local governance, decentralization, and civil society; and
Ability to establish strong relationships with a diverse range of organizations, beneficiaries and other stakeholders from the national and sub-national governments, NGOs, and private sector;
Demonstrated leadership, management and team-building abilities and effective interpersonal and communication skills, strategic planning and analytical skills;
Fluency in spoken and written English is required.
