To enable effective carrying out of State Organs, the county Government Act No.17 of 2012 has established the County
Public Service Board which shall be responsible for the following
functions: establishing and abolishing offices in the county, appointing
persons to hold or act in those offices, exercise disciplinary control
over and removal of persons holding or acting in those offices,
preparing regular reports for submission to county assembly, promotion
of county public service values and principles set out in articles 10
and 232 of the Constitution 2010, advising the county government on
human resources management and development and on implementation and monitoring of national performance management systems in the county.
Chapter 58 of the Act further states that the County Public Service Board shall comprise a Chairperson, not
less than three and not more than five members and a
Certified Public Secretary, all nominated and appointed by the County

Pursuant to this constitutional provision, the selection panel for the appointment of chairperson and members of Lamu County Public Service Board wishes to invite applications from suitably qualified persons who wish to be considered for the position of Chairperson, Member and Secretary.
For appointment to the position of Chairperson of the Board candidate must:
Be a citizen of Kenya.
Hold a Bachelors degree from a University recognized in Kenya (Master’s degree will be an added advantage)
Have at least ten years relevant professional experience, five years of which should have been in a leadership position or at a top management level in the Public Service or Private Sector.
Posses knowledge of the organization and functions of Central and County Government
Demonstrate thorough understanding of National goals, policies and developmental objectives including the Kenya Vision 2030, and Meet the requirements of Chapter Six of the Constitution on leadership and integrity.
Is not a state or public officer;
Duties and Responsibilities:
Chair/preside over meetings, and provide general leadership to the Board.
Establish and abolish offices in the county public service.
Appoint persons to hold or act in county public service offices, and confirming appointments.
Exercise disciplinary control over and remove persons holding or acting in those offices
Prepare regular reports for submission to the county assembly on the execution of the functions of the Board.
Promote in the county public service the values and principles referred to in Articles I O and 232 of the Constitution of Kenya 2010.
Evaluate and report to the county assembly on the extent to which the values and principles referred to in Articles 10 and 232 ofthe Constitution of Kenya 2010 are complied with in the county public service.
Facilitate the development of coherent, integrated human resource planning and budgeting on personnel emoluments in the county.
Advise the county government on human resource management and development
Advise the county government on implementation and monitoring of the national performance management system in the county.
Make recommendations to the Salaries and Remuneration Commission, on behalf of the county government, on the remuneration, pensions and gratuities for county public service employees.
For appointment to the position of County Public Service Board Member:
An applicant must:-
Be a Kenyan citizen.
Possess a minimum of a bachelor’s degree/masters degree from a recognized university and working experience of not less than five years. (Master’s degree in the relevant field will be an added advantage)
Be a professional and demonstrate absence of breach of the relevant professional code of conduct.
Promote county public service values, principals and cohesion.
Advice the executive on public service matters and develop suitable training programs
Satisfy the provisions of Chapter six of the constitution.
Is not a state or public officer.
Responsibilities
Establishing and abolishing offices in the county public service.
Appointment of persons to hold or act in offices of the county service including the board of cities and urban area.
Facilitate development of coherent, integrated human resource planning and budgeting for personnel emoluments.
Advice the county on human resource management and development.
Advice county Government on implementation and monitoring of the national performance management system ¡n the county.
Exercise disciplinary control over persons holding or acting in those officers in the county.
Ensure appropriate policy development and guidelines for the county
Promote county public service values and principles.
Satisfy the provisions of chapter six of the constitution.
For appointment to the position of Secretary to the Board
A candidate must;
Be a Kenyan citizen
Be a certified public secretary from a recognized institution and working experience of not less than five years in relevant field.
Master Degree will be an added advantage)
Be a professional who demonstrate absence of breach of the relevant professional code of conduct.
Be a team leader and committed to working for long hours without supervision to achieve strict deadlines.
Duties and Responsibilities:
The Secretary shall be the Accounting Officer and Head of Secretariat to the Board
Specific duties and responsibilities will be to:
Provide strategic leadership for effective delivery of Boards mandate as permission, vision and strategic plan:
Oversee management of the finances, preparation and submission of the Boards Annual Plans, Programs and estimates,
Make regular reports for submission to the County Assembly on the execution of the functions of the Boards,
Execution of the decisions of the Board,
Day to day administration of the Secretariat and welfare to staff,
Ensure staff compliance with public service values, principles and ethical standards
Perform any other duty as assigned by the Board from time to time.
Provide legal/technical advice to the board and communicate decisions of the board to the concerned entities or persons
