Senior Devolution Policy Expert, Local Government and Decentralization Project
Project / Proposal Summary:
MSI is looking for a Senior Devolution Policy Expert for an upcoming United States Agency for International Development (USAID) funded decentralization program in Kenya.
The project will assist in implementing a recently adopted devolution process.
Position Summary:
The Senior Devolution Policy Expert will provide technical support and guidance towards implementing Kenya’s decentralization process. She/he will report directly to the Chief of Party, and will assist him/her in making project activities align with goals of the USAID project and the Government of Kenya.

Responsibilities:
Provide management and technical oversight to policy-related activities of the Project;
Recruitment and supervision of staff or consultants to work on technical policy issues or facilitation of dialogue around policy constraints or diffferences;
Coordination with relevant central government, county government and inter-governmental relations bodies and with donors
Coordinate with civil society groups working on policy reform.
Qualifications:
Experience designing, implementing, or advising on the current process of devolution;
Ability to work closely with government officials at national and county levels, civil society leaders, donors and other stakeholders;
Bachelors’ degree on a related field is required, a Masters is preferred;
Experience with USAID or other donor preferred;
Fluency in English is required.
