Job Purpose: Prudent Management of financial resources to achieve the Fund’s principal mandate, goals and objective
Objectives of the Job:
effective management of YEDF Financial Resources
Ensure integrity of financial data and implementing internal controls
Timely financial reporting and coordinating the external audits
Budget and cost control
Staff Management and development
Duties and Responsibilities
Ensure a sound Financial Policy framework is in place to guide YEDF in making financial decisions
Oversee the quality and timeliness of financial reporting to the Board and to enable decision making of senior management
Ensure implementation of relevant Auditors recommendations as per Board recommendations
Liaise with the Board on investment of available funds to realize market rate of return
Effectively formulate and manage financial system and procedures to ensure integrity of accounting data and information, implementing and monitoring checks and controls to detect fraud, misappropriation or theft or Fund’s financial assets
Ensuring preparation and submission of accounts to the board as per set policy and procedures
Prepare periodic and annual financial reports (cash flows projections, profit and loss, balance sheet) income and expenditure budgets, business plans, in accordance with prescribed standards and guidelines
Coordinate the annual external audit, and respond to external audit queries
Report to the Board on the fairness and adequacy of the financial reporting of YEDF
Ensure that the annual and interim accounts of YEDF do not contain any misrepresentations and the financial statements fairly represent in all material respects, the financial condition, results of operations and cash flows of YEDF
Design, implement and maintain and periodically evaluate the effectiveness of internal controls to provide reasonable assurances that the financial statements of YEDF are fairly presented in accordance with generally accepted accounting principles
Report any deficiencies in internal controls and procedures to the Audit committee
Ensure Compliance with statutory requirements issues
Formulate and regularly review financial and accounting policy and procedures
Responsible for the accurate preparation of periodic financial reports on financial performance to ensure management has up to date information
Cash flow management to ensure limits are not exceeded and anomalies are detected in time to meet obligations to its customers
Respond to enquiries on financial matters to guide management in sound decision making
Coordination of preparation of annual expenditure and income budget
Reconciliation of accounts and reporting any discrepancies
Supervision of daily bank reconciliations to ensure they are accurate , following up on any discrepancies to ensure they are satisfactorily resolved and appropriate remedial measures are put in place
Management of Fund debt collection and credit control to ensure proper cash flow and adherence to Fund credit policies
Minimum Job Requirement
Bachelors Degree in Finance or Accounting or Business Related, MBA is an added advantage.
Professional Qualification: CPA (K) /ACCA or equivalent
10 years experience with at least 5 years in a senior management position in a reputable organization in the public or private sector.
Knowledge of computerized financial and accounting system
Leadership and coordination abilities
Must be a member of professional body such as ICPAK
Ability to use computers including MS Office Suite (including MS Excel) and or accounting programmes
Experience in government financial management and processes is mandatory
