The East African Regional Office is responsible for 8 countries in East Africa, including Kenya, Somalia,
Uganda, Rwanda, Sudan, South Sudan, Tanzania and Ethiopia, with a current staff complement of approximately 3500 staff, and current expenditure of approximately $200 million each year.

In the midst of the Horn of Africa food crisis in 2011, several attempts to tackle the underlying causes of the Drought Crisis and mitigate its impacts were rolled out.

One of these projects is an AusAid funded integrated approach to Child Centred Risk Reduction and Adaptation in Somaliland, Toghdeer region; promoting a watershed approach, combined with livelihoods, child protection, food security and child-centred DRR at community, regional and national levels.

Through community discussions and interactions with children, it appeared that a transfer of knowledge in appropriate technologies to manage efficiently available resources was required to increase the capacities and reduce the seasonal vulnerabilities of the communities - the project design  made provision for developing target village schools to become demonstration sites of efficient design of resource management (food, water, energy, waste, etc.), become safe schools, and information centres.

Consultancy Objectives
    To establish the relevance of the Child –centred DRR/CCA project
    To establish the efficiency of the Child –centred DRR/CCA project
    To determine the effectiveness of the project
    To establish  outcomes and probably the impact of the project
    To determine sustainability prospects of the project
    To establish lessons learnt, challenges and recommendations

Scope of Services
The consultant shall ensure the completion of the following activities in accordance with the terms and conditions of the consultancy contract:
    Develop tools
    Train data collectors
    Lead field research
    Write report and present findings

Methodology

    Background research on key documents
    Field meetings in Haregiesa, Burao and Odweyene district of Somaliland
    Research should be participatory and include a range of actors
    SCI will assist in provision of key documents, arranging visits and hiring of enumerators

Expected outputs:

    Inception report
    Presentation on preliminary findings
    Draft evaluation report
    Final evaluation report

Duration of role
The work must be completed in calendar 28 days in May 2013

Key selection criteria

    Masters in Disaster Risk Management, Climate Change Adaption, Natural Resource Management, Social Sciences, Environmental Science and Agricultural Economics.
    Experience in research, assessments, evaluations in areas of DRR/CCA
    Excellent report writing skills and quotation of previous similar work with the contacts will be required.
    Knowledge of Save the Children and it’s internal processes will be beneficial but is not essential
    Experience within the East Africa Region, with specific focus on Somalia / Somaliland
    Proven consultancy experience within DRR/CCA field with reputable INGO’s

Payment details
    Payment will be in accordance with a detailed budget breakdown as submitted through the proposal, and invoices will be expected from the consultant prior to payment
