Diakonie Katastrophenhilfe (DKH) / Diakonie Emergency Aid is the non-governmental organisation of the German protestant church providing worldwide humanitarian aid.

Since his beginning in 1955, DKH has been working in Africa, having implemented relief, recovery and rehabilitation operations in many African countries.

Diakonie Katastrophenhilfe has also provided large emergency relief operations in Somalia and Horn of
Africa after the devastating drought in 2011.

Diakonie Katastrophenhilfe has been running a regional office in Africa for more than ten years in Kenya covering the wider horn of Africa region plus South and parts of Central Africa.

The tasks of the Regional Director include overall office management, coordination and accompaniment of the programme on the ground in cooperation with local partner organisations and the ACT Alliance, support
with regard to fundraising (back donors) and PR-work as well as advocacy and campaign-work together with Diakonie Katastrophenhilfe Headquarters in Berlin.

For our regional office in Nairobi, Kenya, we are seeking the Regional Director
Location: Nairobi
Assignment Period: June 1st, 2013, two years contract with possible extension

Scope of Work:
The Office counts on a consolidated team, ongoing project work, short- and mid-term planning, and established external contacts.

The Regional Director guarantees, on the basis of the overall mandate of Diakonie Katastrophenhilfe and in accordance with the Code of Conduct of the Red Cross and Red Crescent and other self-commitments, the completion of the set tasks.

The Regional Director reports to the Head of Department at DKH HQ and works collaboratively with the Africa team at DKH HQ.

Responsibilities:
    Safeguarding proper and quality-oriented planning, implementation, monitoring of and reporting on projects in the scope of responsibility of Diakonie Katastrophenhilfe Regional Office, in accordance with the existing Standard Operating Procedures
    Overall Management of the regional office with 12 local staff
    Adequate, principles-based and fast implementation of humanitarian aid
    Development of proposals for the institutional development and planning of priority tasks, contribution to strategic plans and cross-cutting issues
    Preparation of annual planning
    Meticulous and intended use of funds of Diakonie Katastrophenhilfe
    Building up and maintenance of contacts with state actors, donors, churches, ecumenical aid organisations and networks, international and national NGOs as well as local partner organisations on the ground
    Active participation in the ACT forums in the region wherever needed
    Donor-liaison and active fundraising in regard to third-party funding, development of financing possibilities and acquisition of donor support
    Implementation and quality assurance of project management and project accompaniment, partner dialogue and partner qualification
    Preparation and implementation of field visits to partners in the region, and for representatives of partner organisations to Germany
    Support with regard to campaign- and advocacy-work as well as to PR-work
    Implementation and ongoing further development of security standards for Diakonie Katastrophenhilfe -personnel and local partners under conditions of catastrophe

Necessary Qualifications:
    University degree in a relevant field
    A minimum of 7 years of professional work experience in Humanitarian Aid
    Deep understanding of African culture and demonstrated work experience of several years in more than one African Country
    Previous experience with regard to management of a regional programme
    Demonstrated work experience in humanitarian crisis context and complex emergencies
    A good understanding of the implementation of the country and regional programs and projects (PCM)
    Support the institutional capacity building of partner organizations
    Experience of the management of multidisciplinary and multicultural teams
    Sound management, financial and administrative skills
    A good understanding of security management, demonstrated experience in drafting security plans and implementation of security policies
    Experience in DRR/LRRD and/or in food security
    Experience with all aspects of human resources
    Experience with media- and PR-work
    Very good written and spoken English, mandatory plus good French and/or German skills

Personal Qualifications:

    Identification with target group and principles of humanitarian aid
    Capacity to analyse general framework conditions and risks, to independently assess complex crisis situations, and to develop creative work approaches
    Leadership qualities, self assured presentation skills and assertiveness
    Communication and team skills, intercultural sensitivity
    Endurance and a high physical and psychological stress resistance, flexibility and speed
    Availability for frequent and sudden / short-notice work trips
    Medical status: “fit to work in the tropics”
    Very good intercultural communication and negotiation skills
    Excellent writing and conceptual skills
    High commitment towards target group and partner organizations
    Ability and willingness to cope with situations of pressure
