Job Framework – Director of Programmes

Role: Director of Programmes
Reports To: Country Director.
Liaises With: Country Management Team and all other team members.
Duty Station: Support Office, Nairobi with constant travel to field sites.
Salary: Kshs. 350,000 – 400,000 Gross Pay

Purpose of the role
    Leading a cross-functional team, this role will focus on strengthening grant management, reporting and Research Monitoring and evaluation practices in MSK projects to improve MSK project delivery,
management, coordination and research monitoring and evaluation. In all aspects, cross functional collaboration and teamwork will be essential.
    As a member of the country management team (CMT), the Director of programmes will contribute to the shaping and fulfillment of MSK’s strategic direction. The Director will work collaboratively with other CMT members to ensure operational synergies are optimized through cross-functional working.  He/she will also work closely with the CMT to build and maintain excellent donor and stakeholder relations, including the development of new business for MSK.
    The Director will oversee a growing department, with direct line management of various project managers

Key responsibilities
Business Development and Planning:
    Participate in national business development and expansion, and coordinate the annual business planning process for your team; Participate in development of strategic initiatives/plans;
    Develop and maintain productive relationships with potential donors and other stakeholders working in the area of Family Planning and Sexual, Reproductive Health;
    Represent MSK in relevant NGO, donor and Government forums focused on advancing Family Planning and Sexual/Reproductive Health agendas at the National and regional level;
    Together with the Country Director, and the Director, Health Markets, explore funding opportunities aligned with MSK’s Mission and Values in Family Planning and Sexual Reproductive Health;
    In close collaboration with London-based and regional business development staff,  MSK Support and Operations Teams, coordinate the proposal development process to produce high quality, well researched, and appropriate project designs, implementation plans, management structures and budgets;
Project Management:
    Work closely with the project management team to ensure equitable allocation within the team of various project portfolios; ensure grant compliance and effective project management – including activities management and implementation, project performance tracking against defined indicators, budget tracking and timely financial and narrative reporting;
    Lead, direct and be accountable for projects, including finance and programmatic operations; coordinate planning and budgeting of projects’ activities; ensure project reports meet the required donor and national standards and are delivered according to plans;
    Ensure that projects are approved, implemented, monitored and evaluated in line with MSK policies and systems; regularly monitoring projects performance in relation to the approved proposals; determine technical support needs for projects and participate in recruitment of consultants and project staff;
    Together with the Director of Operations ensure effective coordination between MSK centre and outreach staff, project specific staff, and relevant partners, stakeholders and collaborators at district and national level to support excellent service delivery under donor-funded projects; foster collaborative relationships with strategic partners that maximize programme resources and effectiveness;
Research, Monitoring and Evaluation:
    Support  in the design and roll out of Research, M&E activities to support evidence-based decision-making in the programme;
    Ensure impact assessments of marketing initiatives on service uptake, and the monitoring/evaluation of the MSK image among stakeholders including partners, government officials and donors.
    Identify opportunities to initiate and conduct research; identify opportunities for linkages with academic and government research institutions;
    Ensure standard quarterly, annually and other ad hoc reports that are required for management decision making, donor reporting and proposal development;
    Contribute positively to effective communication and coordination between Support Office Departments, the Business Operations Team and Grants Management Team;
    Report as needed and provide necessary technical assistance to implement any changes agreed to marketing plans;
    Assist the programme in developing quality documentation of activities i.e. donor reports, operations research.
    Ensure the development and maintenance of effective monitoring and evaluation systems, that inform as to core business performance, and effectively track specific project performance and impact indicators;

Skills and Experience
Qualifications:
    Minimum of a University Degree in Health Science, Social Science, or International Development Management; Master Degree is preferable;
    Fluent English both oral and written.
    Knowledge of Clinical Health, Community Outreach, Family Planning and Social Marketing
    Experience:
    At least 10 years experience in a senior management position, preferably in the health management, family planning, community development, and/or social marketing industry;
    At least 5 years experience managing multi-tiered management structures of medical professionals,  health outreach teams, social marketing, M&E, and/or project development teams;
    At least 5 years experience managing donor funded project cycles including technical and financial components;
    Proven track record of people management and leadership skills of not less than five years in a senior management position;
    Minimum 5 years experience participating and/or leading proposal development processes including project design, management design and budget development;

Skills:
    Able to develop and articulate a clear strategic vision
    Negotiation, influencing and conflict management skills
    Able to manage and motivate teams to achieve targets and to achieve organizational change
    Strong written, reading and spoken English Language skills
    Proven ability to ‘sell’ ideas, concepts
    IT literate
    Effective leadership and management skills;
    Effective Analytical and problem-solving skills;
    Attitude / Motivation:
    Keen to pursue personal development;
    Strong  commitment to the goal and vision of MSK/MSI
