Organizational background
The World Food Programme Somalia activities include food assistance for nutrition, livelihoods, relief and school feeding, while also supporting humanitarian air and logistics services, food security coordination and infrastructure rehabilitation projects.

These positions are open to qualified Somali candidates with good knowledge of the local area. Female candidates in particular, are encouraged to apply.

Major Duties and Responsibilities:
Under the direct supervision of the Area Office Airfield Coordinator and overall supervision of the Head of Area Office, the incumbent will be responsible for the following duties:-
•    Serve as first contact point for UNHAS to ensure good customer relations;
•    Ensure compliance of UNHAS operational procedures including payload restrictions and dangerous goods regulations;
•    Assist in coordination of all UNHAS Operations with contractors, air operators, refuelling companies and airport authorities;
•    Liaise and assist airport, UN and INGO authorities in coordinating emergency response  actions including medivac and casevac evacuations;
•    Maintain cordial relations with UNDSS, WFP Security and other UN agencies and INGOs;
•    Monitor UNHAS flights through HF radio, telephone  or observation for accurate ETA ATD and other pertinent flight information;
•    Alert UNHAS Nairobi radio room and WFP Security Officer in Mogadishu of any safety/ security incidents at or within the vicinity of the airport  that may affect the safety of flight;
•    Assist in coordination and dispatch all UNHAS aircrafts;
•    Oversee operations of handling agents to ensure efficient provision of service to UNHAS;
•    Ensure fuel bill invoices are settled through coordination with fuel contractors;
•    Direct arriving and connecting passengers for onward destinations;
•    Coordinate, supervise and assist Checking-In of UNHAS passengers;
•    Coordination of weighing, tagging and labeling cargo/baggage, issuing tickets and boarding passes;
•    Receive pouches / cargo / baggage from arriving UNHAS flights and dispatch them as appropriate;
•    Assist in the safe storage/custody of any cargo/pouch/baggage that have not been transferred into connecting UNHAS aircraft;
•    Assist in coordinating  the refuelling of all UNHAS aircrafts including ad hoc UNHAS special flights;
•    Alert UNHAS Operations Office of any anticipated shortfall of fuel;
•    In the event of passengers being stranded in the airport due to UNHAS technical problems, alert the passengers of the next available flight;
•    Ensure that no unauthorized passenger boards UNHAS aircraft unless permission has been obtained from the Chief or Deputy  Air Transport Officer;
•    Maintain and disseminate daily and monthly flight reports including fuel records;
•    Provide on the job orientation training to new UNHAS staff;
•    Perform other related duties as required.

Minimum Qualifications:
Education:
Secondary school education, preferably supplemented by aviation courses in ground handling, airport services and airport flight security.


Experience: At least five years of practical commercial/professional experience in one or more of the transportation and ancillary sectors: port operations, shipping, clearing and forwarding, large scale road/rail transport and distribution management including one year in the field of Air Operations. At least one year air operations at G5 level or equivalent.

Language: Fluency in both oral and written communication in English and Somali.

Knowledge: Experience utilising computers, including word processing, spreadsheet and other software packages. Knowledge of WFP administrative regulations and rules, and WFP policies and procedures in the area of work.
