health needs and poorest access to healthcare provision.

Merlin provides health care to population, regardless of race, religion or political affiliation to support people affected by war or natural disaster, anywhere in the world.
Merlin focuses on providing quality healthcare addressing needs within the realms of infectious disease control, primary and secondary healthcare and maternal and child healthcare.
Merlin works within existing local health structures and collaborates with other agencies, where possible, to increase efficiency and effectiveness of humanitarian assistance.
The goal of the Sudan mission is to address humanitarian and health crises within southern Sudan while increasing capacity of local structures to deliver effective and quality health care services.

Main Purpose of the Role

The overall objective of the position is to coordinate the provision and expansion of DOTS program for increased TB case detection in our operational areas (2 states and 4 counties).
The post holder will work under the supervision of the Country Health Director in close collaboration with project Senior Health Coordinators and Project Coordinators as well as partners at all levels, including the RoSS MoH and specifically the National TB Programme of the RoSS.
The post holder will, in consultation with Country Senior Health Coordinators, Health Director, Human Resource Manager, and Country Finance Director, manage the TB REACH budget, lead in recruitment and hiring of relevant TB team, lead in report writing, and ensure implementation ¡s in line with the proposal.
The post holder will be the primary point of contact for all TB programme related queries.

Overall Objective
    Implementation of TB REACH Programme, ensuring increased case detection and access to proper and uninterrupted TB treatment.
    Implementation of a cost effective, results-based project with measurable outcomes
    Technicalsupport toMERLIN/MoH/National TB Programme (NTP) team on TB REACH
    Recruitment, training and capacity building of clinical staff supporting TB REACH project
    Information and data management of TB REACH data

Main Responsibilities
Programme Implementation
    Lead in innovative TB programme including integration of PMTCT through an in-reach approach; mHealth and electronic community networks for increased screening and referral;
    Establish TB Basic Management Units (BMUs) in designated Primary Health Care Centres (PHCC) and strengthen the existing BMUs
    Ensure that all necessary project inputs are ¡n place for timely implementation of activities;
    Ensure establishment of community networks around each of the BM Us;
    Initiate and/or strengthen TB services ¡n prisons, police detention cells, and military/police/wildlife barracks;
    Initiate mHealth in selected BMUs and track and document its impact on case retention, defaulter tracing and treatment adherence;
    Strengthen TB/HIV collaborative work in selected BMUs;
    Conduct mobile outreach TB services to select PHCUs;
    Ensure Community mobilization and awareness creation using community networks
    Work in close collaboration with RoSS MoH/National TB Programme/County Health Departments and Payam Health Departments.
Training and Capacity building
    Conduct/facilitate all relevant trainings for project staff in collaboration with RoSS MoH National TB Programme;
    Conduct/facilitate the training of PHCC health staff (Merlin and partners) specifically on case detection and referral mechanisms;
    Train health staff on TB monitoring activities including assessments as and when required
Information Analysis and Management
    Ensure proper collection and analysis of data from field sites;
    Ensure the establishment and proper use of TB monitoring and evaluation framework;
    Establish/strengthen the electronic TB registry;
    Ensure the capture and dissemination of lessons learnt and good practice relating to successful integration of TB components within existing primary health care services;
    Prepare and submit high quality relevant reports and documentation to the MoH/NTP, TB REACH & Country Health Director
    . Represent Merlin at appropriate co-ordination meetings, conferences and workshops related to TB

Person Specification
Essential Qualifications, experience and competences
    Medical doctor with MPH; with previous field coordination and Project Management experience in TB Programming
    Strong technical/clinical expertise in TB Management especially TB DOT
    Experience ¡n training and capacity building of staff
    Proficiency in the use of MS Office and data management programs
    Willingness and ability to travel, work and live in the field, insecure context with limited resources at least 50% of the time
    A self-starter, strong initiator and able to work with minimal supervision
    Excellent communication and presentation skills both in written and spoken English
    Experience in establishing good working relationships with local community leadership and groups
    Demonstrated flexible approach to prioritizing high workload, managing multiple tasks in a fast paced environment with strict deadlines
    An understanding of and commitment to Merlin’s mission and values

Desirable Qualifications, experience and competences  
    Experience in humanitarian programming;
    Experience working with prison & military populations;
    Experience of working in African countries & limited resource settings,
