Consultancy Evaluation of a Human Rights Project in Somaliland


Organisation
Caritas Switzerland and Caritas Luxembourg are non-governmental aid agencies and members of Caritas Internationalis.

Caritas works worldwide and adheres to international humanitarian principles (NGO Code of Conduct). Caritas Switzerland and Caritas Luxembourg act in the frame of an MoU as a consortium
in the Eastern Africa and the Horn of Africa.

They operate a joint Office in Nairobi; have Country Offices in Somaliland (Hargeisa) and South Sudan
(Torit) and a Representative in Ethiopia (Addis Ababa).

Position Consultancy: Evaluation of a Human Rights Project in Somaliland
Reporting to: Head of Education and Capacity Building, Somaliland Office, Hargeisa
Location: Nairobi, Kenya
Start: 18th March 2013
Duration: 20 days

Introduction
Caritas Switzerland/Luxembourg’s Office in Nairobi was first established in 1997 and has since that time has provided support to its programmes in the region. In the Somaliland programme Caritas Switzerland / Luxembourg mainly supports projects with activities in the areas of Water, Hygiene and Sanitation (WASH), education, and Human Rights.

Caritas approach encourages people to take charge of their lives and does this by promoting local initiatives that provides services and sustain livelihoods of the socially disadvantaged people to be more self reliant and able to identify and improve on their social – political and economic lifestyles.

For these reasons, we are seeking an experienced and qualified consultant to carry an evaluation of a two years project that promotes human rights and prepares communities to protect themselves against human rights violations, especially gender based violence.

Objectives and Results
The objective of the project is to contribute to the establishment of a culture based on human rights and social justice for people in North-West Somalia.

The objective of the evaluation is to measure the achieve-ment of the project vis a vis the projects’ relevance, effectiveness, efficiency, impact and sustainability.

The project results are;

Result 1: Increased awareness of human rights and how to get access to justice focussing on women.

Result 2: Increased knowledge of secondary school students about human rights issues through training on civic education workshops.

Result 3: Human rights actors are strengthened to implement human rights activities.

Tasks and Expected Outcomes
The evaluation will cover the accomplishment of the three results as outlined in the project proposal and detailed in the work plan and the log frame.

The consultant will be expected to collect projects human rights data and gather information on human rights practices, from key partners and other stakeholders in the two targret Regions and after analysis of the data make informed conclusions on the achievement of the project vis a vis the projects’ relevance, effectiveness, efficiency, impact and sustainability .

Methodology
The consultant will be expected to employ various evaluation techniques and research methods including; review of existing documents, project monitoring information; Participatory Rapid Appraisal (PRA); Focus Group Discussions (FGDs); and Informants’ questionnaire surveys.

This will entail researching the background information on the project; implementation approaches and asses human rights gains of target groups in the urban, rural and in disadvantaged communities and other indirect project beneficiaries.
 
Timeframe

This assignment is planned to be conducted between 18th March and 10th April 2013.
The final report is expected to be finalised and approved by 20th April 2013.
The consultant is required to propose a workplan as part of his/her application.

However, indicatively, the consultancy days are allocated as follows:
Description of the proposed activities and Days per activity
    Consultant signs contract with Caritas Switzerland/Luxembourg at Nairobi Liaison Office and a date is set for a meeting with EC- 1 Day
    Caritas and the Consultant finalise itinerary & participate in a meeting with the EC in Nai-robi - 1 Day
    Board EC flight from Nairobi to Hargeisa. - Caritas Country Office and Meet project staff in Hargeisa and discuss itinerary and review data collection tools - 1 Day
    Desk review of project documents and sharing data collection tools with project team in Hargeisa - 2 Days
    Train enumerators on use of data collection tools and pre-test the tools - 1 Day
    Interview partners and other Human rights organisations and Government departments and Collecting data and information from the field with support of enumerators. - 7 Days
    Prepare for a debriefing by carrying out quick analysis of the data and information gathered - 1 Day
    Debrief project team in Hargeisa on major findings of the evaluation and Flight back to Nairobi - 1 Day
    Synthesis of the data and information gathered in the field and writing the evaluation report. - 3 Days
    Presentation of the report to Caritas and EC - 1 Day
    Inclusion of comments on the draft report and submitting it - 1 Day

 Total number of days: 20

Competencies
The consultant must have the following professional qualifications and experiences:
    Degree in the field of law, development studies or other fields relevant to the assignment.
    At least 6 years’ experience in project management and or evaluation missions of internationally (preferably EC) funded projects.
    Sound knowledge of human rights issues affecting people in rural and IDP communities.
    Knowledge of gender and human rights issues affecting the poor, vulnerable and disadvantaged groups, especially women.
    Excellent written and oral communication skills in English;
    Accountable, good interpersonal skills and sensitive to cultural values.
